Consultant to conduct a Study on the Implications of the 2016/17 National Budget Allocations in the Sectors of Health, Education, Social Welfare, WASH and Youth with Emphasis on Well being of Children

Background
Malawi Economic Justice Network (MEJN) seeks Consultancy Services from eligible individuals or Consultancy Firms to conduct a study on implications of the 2016/17 Malawi national budget allocations to sectors of Health, Education, Social Welfare, WASH and Youth with emphasis on the welfare of Children in Nsanje, Mangochi, Nkhotakota and Chitipa districts.

Summarised scope of the work
Activities that the consultant will perform shall include the following
·    Analyse the budget allocation trends to social sectors in the last three years including the likely effect of the failure to meet the minimum allocations under the various treaties that the government adopted
·    Analyse the correlation between the trend in per capita budget allocation for social sectors (health and education in particular) with key related indicators;
·    Assess the envisaged impact of the 2016/2017 national budget allocations to the social sectors and the ultimate impact on delivery of social services as they relate to children

Qualification of the consultant
·    A minimum of a Master’s Degree in Social Sciences with a bias in Public Sector Financing,  Economics, Development Economics  or a related field;
·    Proven experience of research in the field of social, including experience of research into issues related to budget tracking and expenditure monitoring
·    She/he should have a sound track record in the development of socio-economic strategic documents;
·    She/he should be a seasoned consultant with wide knowledge and expertise and not less than five years practical experience;
·    Experience and knowledge in regional social service delivery issues will be an added advantage;
